Introduction
This short course trains participants in the safe, legal and effective use of 1080 (sodium fluoroacetate) and PAPP (4-aminopropiophenone) pest animal bait products for vertebrate pest control in Victoria.
Completion of the course enables relevant license/permit holders to apply for ‘1008 and PAPP’ endorsement.

Attendance & commitment

Students are expected to:
- Complete the pre-reading (approximately 4 hours) prior to attendance at practical classes (access link will be provided).
- Attend a 1 day on campus class at William Orr Campus (Shepparton) (7 hours) from 9am-4pm.
- Work through their course materials research, revision, and completion of assessments outside of class time.
- Submit assessments within 4 weeks of attending practical day.

To enter the 22661VIC Course in Minimising Risks in the Use of 1080 and PAPP Bait Products for Vertebrate Pest Control, participants must have attained one of the following Victorian licences or permits:
- Agricultural Chemical User Permit (ACUP).
- Commercial Operator Licence (COL) with vermin destroyer’s endorsement.
- Department of Health Pest Control Licence (PCL).
- Pilot (Chemical Rating) Licence (PCRL).
The ACUP requires completion of the following 2 units or their equivalent:
- AHCCHM307 Prepare and apply chemicals to control pests, weeds and diseases; and
- AHCCHM304 Transport and store chemicals.
The COL requires completion of either of the two unit groupings or their equivalent:
- AHCCHM307 Prepare and apply chemicals to control pests, weeds and diseases;
- AHCCHM304 Transport and store chemicals; and
- AHCPMG309 Apply pest animal control techniques
or
- AHCVPT307 Apply animal trapping techniques
- AHCFAU202 Recognise fauna
- AHCPMG507 Develop a pest management plan
- AHCPMG409 Implement a pest management plan.
The PCL (with permission for pest animal control) requires completion of one of the following units or its equivalent:
- AHCVPT307 Apply animal trapping techniques
- AHCFAU202 Recognise fauna
- AHCPMG507 Develop a pest management plan
- AHCPMG409 Implement a pest management plan.
The PCRL requires completion of the Aerial Application Association of Australia Pilot Spraysafe Accreditation or an equivalent exam from the relevant state Department of Agriculture. A current Pilot Chemical Rating Licence is appropriate evidence.
Industry requirements
To be authorised to use 1080 and PAPP pest bait products in Victoria a person must hold:
- An ACUP with a “1080 and PAPP” endorsement, or
- Be operating under COL (Commercial Operators Licence) with vermin destroyer’s endorsement and have completed the 1080 user training, or
- Hold a PCL (Pest control licence) , authorising the use of pesticides formulated for the control of pest animals and have completed the 1080 user training, or
- Hold a PCL and have completed the 1080 user training.
Licensing/regulatory requirements
As a condition of permit or licence, users of 1080 and PAPP must complete the course and comply with the Directions for the use of 1080 and PAPP pest animal bait products in Victoria. It is an offence under the 'Agricultural and Veterinary Chemicals (Control of Use) Act 1992' not to comply with the Directions for the Use of 1080 and PAPP Pest Animal Bait Products in Victoria.
In relation to specific users:
- Farmers, landholders and other non-commercial applicators must have an ACUP endorsed for 1080 and PAPP use. This permit is issued under the 'Agricultural and Veterinary Chemicals (Control of Use) Act 1992' through DEECA.
- Commercial (fee for service) bait applicators must have a COL endorsed for vermin pest animal control. This permit is issued under the 'Agricultural and Veterinary Chemicals (Control of Use) Act 1992' through DEECA.
- Holders of a PCL, issued by Department of Health, endorsed for pest animals may also use 1080 and PAPP.
- Aerial applicators must have a PCRL.

- A smartphone for completion of assessment tasks (bait mapping).
- General stationery (pens, pencils, rulers).

Skills recognition / Recognition of Prior Learning (RPL)
Skills Recognition is an assessment only process that may result in credits towards a part or full qualification. There is no formal training involved, although you may choose to complete further training as a result of the assessment process.
You can apply for Skills Recognition before you enrol in the qualification you are seeking. You can apply for Skills Recognition through one or both of the following processes:
- Credit Transfer for formal training that might be equivalent to a new qualification or partial qualification.
- Recognition of Prior Learning (RPL) for people who have relevant and current skills and knowledge that they have gained through non-formal or informal learning i.e. work or life experience.
Recognition of Prior Learning (RPL) does not apply to non-accredited short courses.

This training is delivered with Victorian and Commonwealth Government funding to eligible individuals.

- will be discussed with applications as part of the application process to ensure it is understood what is being paid for and which fee rates they may be eligible for.
Course Fees consist of 3 different components:
- Student Tuition Fee - cover the costs of training and assessment. These fees vary across courses and are calculated based on a rate per nominal hour enrolled in. The student tuition fees as published are subject to change given individual circumstances at enrolment. Circumstances may include:
- an individual’s eligibility for Victorian (Skills First) and Commonwealth government-funded training
- an individual’s eligibility for concession rates on Victorian (Skills First) and Commonwealth government-funded training
- ineligible individuals who are required to pay the full fees for tuition and other costs.
- Material Fee - where applicable, cover the costs of classroom consumables, handouts, and booklets, e-Learning resources, and associated license access fees and excursions.
- Student Services Fee (SSF) - contributes to the provision of student engagement, learning and support services. SSF is a non-refundable annual fee that does not apply to short-course participants.
Additionally, some courses require students to purchase or supply textbooks, kits, tools, uniforms and personal protection equipment. A full list with associated costs will be provided to you at your course information session or during the pre-training review Interview.
