Course Overview

This short course trains participants in the safe, legal and effective use of 1080 (sodium fluoroacetate) and PAPP (4-aminopropiophenone) pest animal bait products for vertebrate pest control in Victoria.

Successful completion of the course will enable Victorian course participants who hold a Commercial Operators Licence (COL) (vermin destroyers endorsement) or staff working for a COL holder, Pest Control Licence (for pest animal control) or Pilot Chemical Ratings Licence to purchase and use 1080 and PAPP pest animal bait products but does not require them to apply for an endorsement to purchase and use 1080 or PAPP.

To be authorised to use 1080 and PAPP pest bait products in Victoria a person must:

  • an ACUP with a “1080 and PAPP” endorsement, or
  • be operating under COL (Commercial Operators Licence) with vermin destroyer’s endorsement and have completed the 1080 user training, or
  • a PCL (Pest Control Licence) , authorising the use of pesticides formulated for the control of pest animals and have completed the 1080 user training, or
  • hold a PCL (Pest Control Licence) and have completed the 1080 user training.

Attendance & commitment

General public face to face delivery | 1 day course length + pre and post learning | Part time

Students must:

  • Complete the pre-reading (approximately 4 hours) prior to attendance at the practical day.
  • Attend the 1 day on campus class (Friday) at GOTAFE's William Orr Campus, Shepparton from 9:00am - 4:00pm for practical components.
  • Complete assessments outside of class time & submit within 4 weeks of attending the practical day- work through their course materials research, revision, and completion of assessments outside of class time.
  • Satisfactorily complete all written and observable tasks to be deemed competent in this training.

General public online delivery | 4 weeks course length | Part time

Students must:

  • Work through learning resources & successfully complete online checkpoint quizzes prior to commencing course assessments.
  • Complete & submit assessment tasks within 4 weeks of commencing the online platform.
  • Satisfactorily complete all written and observable tasks to be deemed competent in this training.

Further information:

  • Students are provided with access to trainer support online or by email for the duration of the course by an experienced and competent facilitator to support participants’ understanding and completion of the course.

GOTAFE entry requirements

  • To be selected for this course participants will need to be over the age of 16.
  • Students are required to wear work boots and protective clothing during practical sessions.


Participants must have attained one of the following Victorian licences or permits:

  • Agricultural Chemical User Permit (ACUP).
  • Commercial Operator Licence (COL) with vermin destroyer’s endorsement.
  • Department of Health Pest Control Licence (PCL).
  • Pilot (Chemical Rating) Licence (PCRL).

Student resources

Students must have:

  • A laptop/computer with internet access.
  • A smartphone for the completion of some assessment tasks.
  • General stationary (pens, pencils, rulers).
  • Protective enclosed footwear (practical day)

Course Fees consist of 3 different components:

  1. Student Tuition Fee - cover the costs of training and assessment. These fees vary across courses and are calculated based on a rate per nominal hour enrolled in. The student tuition fees as published are subject to change given individual circumstances at enrolment. Circumstances may include:
    1. an individual’s eligibility for Victorian (Skills First) and Commonwealth government-funded training
    2. an individual’s eligibility for concession rates on Victorian (Skills First) and Commonwealth government-funded training
    3. ineligible individuals who are required to pay the full fees for tuition and other costs.
  2. Material Fee - where applicable, cover the costs of classroom consumables, handouts, and booklets, e-Learning resources, and associated license access fees and excursions.
  3. Student Services Fee (SSF) - contributes to the provision of student engagement, learning and support services. SSF is a non-refundable annual fee that does not apply to short-course participants.

Additionally, some courses require students to purchase or supply textbooks, kits, tools, uniforms and personal protection equipment. Some specific materials may be purchased through the GOTAFE Bookshop.
